Do tortoises molt?

The skin under my Russian girls neck looks dry and kind of like loose bits are hanging off...is that shed or if not what is it? How often do they do whatever it is that they do?

Yes they do shed their skin. A lot is influenced by growth, diet, and husbandry. It sounds like it is a normal amount with no redness or other signs to be worried about.
